The locational influence of population centers, <br /> <br />while still important for some types of agricultural production, has <br /> <br />declined as transportation services and marketing technology have improved. <br /> <br />The report does not emphasize sufficiently, as some of you have observed, <br /> <br />017Y~ <br />~J~~~ <br />~:~"..:';f..;:::~ <br /> <br /> <br />Ii <br /> <br /> <br />~;;...~: --;-.;; <br /> <br />Ilt <br />~':".~,.?::.!<t <br />"*,.,,., <br />II <br /> <br />i!:...d<. <br /> <br />Thus, environmental considerations--soil, water, and climate--play a major <br /> <br />role in the location of agricultural production and related economic <br /> <br />activity. <br /> <br />other factors and forces that influence the regional distribution of the <br /> <br />agricultural industry. The influence of supply management programs, marketing <br /> <br />institutions, and immobility of certain economic resources committed to a given <br /> <br />locale cannot be denied. There is no intent to minimize their importance. <br /> <br />The agricultural production methodology reflects these factors in two signi- <br /> <br />ficant ways. First, the programming system, which will be discussed in some <br /> <br />detail, includes a set of constraints on the rate at which changes can be <br /> <br />indicated by the system.
