002916

20 WRSA Employment .
The reason why employment data were not inclnded for the
Water Resources Regions and Subareas is explained on Page
III-7. Data for the counties and therefore for the WRSA's is
not available for years since 1960 and the data available for
preparing estimates for more recent years could only be
utilized at the economic area level as explained in the report.

<

3. Gross Regional Product
The OBE position in regard to gross regional product is
explained on Page III-2. The fact that some states require
individual firms to report an area breakdown of their manu-
facturing activity does not mean that they can make a break-
down of their profits on a conceptually sound basis. Value
added is subject to the same deficiencies as gross regIonal
product.

Value added data would be a useful measure of the general
magnitude of regional manufacturing activity but it is available
for so few geographic areas that it cannot be used universally.
Earnings is a more useful measure because it is an element
of the consistent set of data comprising total personal income.

I
t$;J>'\
~f.i
~:i!:-:.r[)
;";0;;"'<,.
....,:iffl:...

~~i
~n
?J..ii<~. ,
~~...,
~.4lf&.;'
...@W,.
,"'..,.........,
~f*.f;J,..-....

l~~;~{
;~~;~.~~.
a,.~~~~t;J~i~~~'1~1[~~1t~~:d

4. WRSA Service Industry Detail
The service industry detail was not included for WRSA'.s
but is included for Economic Areas. It was believed that anyone
using that degree of industrial detail should be working at Economic
Area leveL We are considering the inclusion of the WRSA tables
of the completed report.

5. Sex/Age Data
Data by sex, age, income level and other socio-economic
characteristics of the projected population are not available.
We hope to be able to add age and sex detail in a future revision.

6. Migration
Inmigration and Outmigration is not specified in the projections.
The OBERS methodology is designed to explain migration but a
closed population projection (no migration) is needed to make
explicit the implicit migration. We hope to be able to make such
a calculation but all the necessary data is not yet available.

12
