But at the same time fossil fuels which were formerly <br />inaccessible are coming within reach -- for example, oil from <br />shale in Colorado. Moreover, there are as yet unrealized <br />potentials in fusion power as well as in use of direct sunlight. <br /> <br />It is even less clear how there can be any ultimate shortage <br />of materials. Virtually no material is without subs titutes for all <br />its uses. Moreover, technology continues to widen the range of <br />possible uses and consequently the range of possible substitutes. <br />There are still substantial possibilities for economizing on <br />materials use through recycling. <br /> <br />Concern about the future availability of energy and materials <br />is usually covered in an implicit assumption of a continuation of <br />existing trends in technological development. We do visuali",e <br />a vast changes in energy and material use, but we do not see <br />these as constraints on income levels. <br /> <br />It is true that short of inter-planetary colonization, "natural <br />living space" is limited. A doubling of the population is likely to <br />exert pressure on this living spac.e potential. But we do not view <br />it as a constraint on population growth. Living space is a human <br />artifict which is created and appropriate infra structure and <br />environmental safeguards can be built in. <br /> <br />F.
