The review draft of the Water Resources Council report entitled
"Economic Activity in the United States by Water Resources Region
and Subarea, Historic and Projected, 1929-2020," prepared by
the Office of Business Economics of the Department of Commerce
and the Economic Research Service of the Department of Agriculture
was published in March 1971, This draft was distributed for review
to member agencies of the Water Resources Council, regional and
field offices of member agencies that participate in planning,
coordinating bodies, river basin commissions, and State resources
planning. offices. Recipients of the report were requested to return
written comments to the Water Resources Council by May 15.

In July 1971 a series of seven meetings were held to explain and
discuss the concepts and procedures used in preparing the report
and to receive further views and cotnments of the reviewers. . In-
cluded herewith are statements by the Water Resources Council,
OBE and ERS, with answers to questions and furthe:t' explanation of
concepts. These remarks were based on the many comments re-
ceived in response to the Council's request. For the benefit of those
attending the review meetings, a summary of the comments in each
region was presented. Since these comments were not written in
all cases, they are not included herein. However, both OBE and
ERS address the major comments received.

It is to be noted that the presentation given by the ERS embodies
concepts that have subsequently been revised. A review of this
revision is scheduled during the month of December as in.dicated
in tbe enclosed letter from Mr, Cotner dated November 4,1971.

The scheduled date for completion of this report is March 1, 1972.
