<br />resentatives of the District, working through Senator
<br />Peter H. Dominick's Office, corresponded with and
<br />held meetings with Officials from the Farmers Home
<br />Administration, to determine the possibility of getting
<br />the Proposed Water Treatment Plants funded under the
<br />"Rural Development Act of 1972". Unfortunately little
<br />progress was made due to the fact a National Policy
<br />had not been set for implementing that Act, nor were
<br />funds made available. Directors are optimistic a spe-
<br />cific Proposal can be developed in 1974, relative to
<br />the Proposed Pipeline and Treatment Plants. .
<br />
<br />Research continued on the Proposed "Fountain
<br />Valley Pipe]ine", under the Chairmanship of Director
<br />John Huebsch, of Colorado Springs. A Special Com.
<br />mittee consisting of Officials from the eligible entities
<br />who will benefit from the Proposed Pipeline, held nu.
<br />merous meetings, and a "Supply-Demand Study", pre.
<br />pared for the District by the Engineering Firm of
<br />Black and Veatch. was completed in August of 1973.
<br />That Study concludes that in 2020 the entities of Co]o-
<br />rado Springs. Fountain, Security, Stratmoor Hills and
<br />Widefield, will require 36.055 acre-feet annually, and
<br />the Committee and the Bureau of Redamation pro-
<br />ceeded to study sizing the Pipeline and alignment.

<br />During the year Officials from the entities also
<br />recommended that serious consideration he given to
<br />the possibility of constructing a single Treatment Plant
<br />near the inlet .....orks on the Arkansas River East of
<br />Canon City, rather than requiring each of the entities
<br />to construct, operate and maintain individual Treat-
<br />ment Plants. This concept follows closely the recom-
<br />mendations regarding the Proposed Arkansas Valley
<br />Conduit. A second contract was entered into between
<br />the District and Black and Veatch to determine the
<br />economic feasibility of such a proposal. It is hoped
<br />that early in 1974 a decision can he made by the enti-
<br />lies regarding the Treatment Plant factor and sizing
<br />and alignment of the Pipeline, and the District will
<br />then be able to enter into a contract with the United
<br />Slates of America for the construction and repayment
<br />of the Pipeline, and subcontracts with the entities to
<br />repay the costs of the Pipeline.

<br />COOPERATIVE STUDIES
<br />
<br />The Disrtict has cooperated with the U.S. Geo-
<br />(ogical Surver, State Engineer, Colorado Water Con-
<br />servation Board and other Agencies, in Water Supplr
<br />Studies in the Arkansas River Basin, and early in 1973
<br />the Board of Directors authorized the continuation of
<br />these Studies. One of the most extensive Programs has
<br />been conducted in the groundwater aquifer between
<br />Pueblo and the Kansas Stateline. All data has been
<br />committed 10 Analog and Digital Computers, whereby
<br />long.range water supply and water demand Studies
<br />can he conducted. Detailed groundwater characteristic
<br />studies were continued in the Wet Mountain, Upper

<br />Squirrel Creek, in order that additional data might
<br />be made available to the District and to decree holders

<br />Transmission Loss Study. initiated three years ago be.
<br />tween Twin Lakes and the area just below Pueblo,
<br />was also continued to identify the amount of water
<br />lost or temporarily held in bank storage during the
<br />transportation between those two points. AH of these
<br />Studies are extremely critical to the District in their
<br />long-range managenlent of the Fryingpan - Arkansas
<br />Project. and other Water Resource Programs in \....hich
<br />the Distrirct will become involved.

<br />The District is necessarilv involved in Local.
<br />Stat~, Regional, Basin and NatiO'na] Resource Manage~
<br />ment Programs, and it is thereby necessary that rep-
<br />resentatives be activp. in a number of Water Resource
<br />Associations. The Board of Directors adopted a Policy
<br />several years ago encouraging individual members of
<br />the Board to attend various Meetings, Symposiums,
<br />Workshops and Tours, to gather information and data
<br />to be used by the Board in long-range planning. As a
<br />result of this responsibility, representatives from the
<br />District have testified before the Congress of the
<br />United States and the Colorado General Assembly:

<br />sources Congress, National Water Resources Associa-
<br />tion. Colorado River Water Users Association. Four
<br />Stat~s Irrigation Council, Arkansas River Basin Inter-

<br />In 1967, the Board of Directors authorized the
<br />printing of a series of Brochures to explain the legal
<br />aspects of the District; the Operating Principles of the
<br />Fryingpan-Arkansas Project; the Contract with the
<br />Vnited States and the District for repayment of the
<br />reimbursable portion of the Project~ Water Laws ana
<br />Decrees on the Arkansas River: a description of the
<br />U.s. Geological Survey Analog Computer Program:
<br />a Dictionary of Water Terms: a Brochure descrihing
<br />the Fryingpan-Arkansas Project; a publication on
<br />"Proposed Winter Storage Programll. and Annual
<br />Reports. It is planned that additional historical and
<br />other publications will be added to the series, and
