nomic Development Administration. During 1973 rep-
resentatives of the District, working through Senator
Peter H. Dominick's Office, corresponded with and
held meetings with Officials from the Farmers Home
Administration, to determine the possibility of getting
the Proposed Water Treatment Plants funded under the
"Rural Development Act of 1972". Unfortunately little
progress was made due to the fact a National Policy
had not been set for implementing that Act, nor were
funds made available. Directors are optimistic a spe-
cific Proposal can be developed in 1974, relative to
the Proposed Pipeline and Treatment Plants. .

Research continued on the Proposed "Fountain
Valley Pipe]ine", under the Chairmanship of Director
John Huebsch, of Colorado Springs. A Special Com.
mittee consisting of Officials from the eligible entities
who will benefit from the Proposed Pipeline, held nu.
merous meetings, and a "Supply-Demand Study", pre.
pared for the District by the Engineering Firm of
Black and Veatch. was completed in August of 1973.
That Study concludes that in 2020 the entities of Co]o-
rado Springs. Fountain, Security, Stratmoor Hills and
Widefield, will require 36.055 acre-feet annually, and
the Committee and the Bureau of Redamation pro-
ceeded to study sizing the Pipeline and alignment.

During the year Officials from the entities also
recommended that serious consideration he given to
the possibility of constructing a single Treatment Plant
near the inlet .....orks on the Arkansas River East of
Canon City, rather than requiring each of the entities
to construct, operate and maintain individual Treat-
ment Plants. This concept follows closely the recom-
mendations regarding the Proposed Arkansas Valley
Conduit. A second contract was entered into between
the District and Black and Veatch to determine the
economic feasibility of such a proposal. It is hoped
that early in 1974 a decision can he made by the enti-
lies regarding the Treatment Plant factor and sizing
and alignment of the Pipeline, and the District will
then be able to enter into a contract with the United
Slates of America for the construction and repayment
of the Pipeline, and subcontracts with the entities to
repay the costs of the Pipeline.

COOPERATIVE STUDIES

The Disrtict has cooperated with the U.S. Geo-
(ogical Surver, State Engineer, Colorado Water Con-
servation Board and other Agencies, in Water Supplr
Studies in the Arkansas River Basin, and early in 1973
the Board of Directors authorized the continuation of
these Studies. One of the most extensive Programs has
been conducted in the groundwater aquifer between
Pueblo and the Kansas Stateline. All data has been
committed 10 Analog and Digital Computers, whereby
long.range water supply and water demand Studies
can he conducted. Detailed groundwater characteristic
studies were continued in the Wet Mountain, Upper

15

'::J
.::>
.-
00
-.,J
o

Arkansas and Fountain Valleys, along with Black
Squirrel Creek, in order that additional data might
be made available to the District and to decree holders
sen'ed in those areas. The Transportation Time and
Transmission Loss Study. initiated three years ago be.
tween Twin Lakes and the area just below Pueblo,
was also continued to identify the amount of water
lost or temporarily held in bank storage during the
transportation between those two points. AH of these
Studies are extremely critical to the District in their
long-range managenlent of the Fryingpan - Arkansas
Project. and other Water Resource Programs in \....hich
the Distrirct will become involved.

OFFICIAL WATER MEETINGS

The District is necessarilv involved in Local.
Stat~, Regional, Basin and NatiO'na] Resource Manage~
ment Programs, and it is thereby necessary that rep-
resentatives be activp. in a number of Water Resource
Associations. The Board of Directors adopted a Policy
several years ago encouraging individual members of
the Board to attend various Meetings, Symposiums,
Workshops and Tours, to gather information and data
to be used by the Board in long-range planning. As a
result of this responsibility, representatives from the
District have testified before the Congress of the
United States and the Colorado General Assembly:
actively participated in activities of the Water Re-
sources Congress, National Water Resources Associa-
tion. Colorado River Water Users Association. Four
Stat~s Irrigation Council, Arkansas River Basin Inter-
state Committee, Arkansas Basin Deve]opment Assot:ia.
tion, Colorado Water Congress. Colorado Water Con.
servation Board, Fry.Ark Operating Principles Com-
mittee, Colorado River Advisory Committee, Arkansas
River Compact Adll1inistration, National Water Com-
mission, Water Resources Council and other Special
Water Resource Committees or Agencies appointed
from time to time.

PUBLICATIONS

In 1967, the Board of Directors authorized the
printing of a series of Brochures to explain the legal
aspects of the District; the Operating Principles of the
Fryingpan-Arkansas Project; the Contract with the
Vnited States and the District for repayment of the
reimbursable portion of the Project~ Water Laws ana
Decrees on the Arkansas River: a description of the
U.s. Geological Survey Analog Computer Program:
a Dictionary of Water Terms: a Brochure descrihing
the Fryingpan-Arkansas Project; a publication on
"Proposed Winter Storage Programll. and Annual
Reports. It is planned that additional historical and
other publications will be added to the series, and
copies can be obtained, at no cost. at the District
Offices, 905 Highwav 50 We,I.
