The first task of the study
was the characterization of study area demographics and the development of
demand projections for municipal and industrial water use through the
30-year study period ending in the year 2020.

The study area was defined to encompass those municipalities or areas which
could conceivably utilize water supplies from the Colorado-Big Thompson
(C-BT) and Windy Gap Projects or other water sources emanating from or
available to Northern Colorado. The study area was divided into three
distinct areas as illustrated in Figure 1-1:

. Area 1 - The area enclosed by the boundaries of the NCWCD as
of June 1989

Area 2 The area between the NCWCD boundaries and the
southern Boulder, Morgan, and Weld County lines

. Area 3 - The northern tier of the Denver Metropolitan Area
(DMA) encompassing those municipalities unlikely to be
totally served by the Denver Water Department and whose water
needs could impact the future availability of water supplies
in Northern Colorado

.

The overall study area was divided into these three separate areas to
facilitate consideration of water supply issues specific to each area. As a
result, data were collected and analyzed separately for each area.

To provide input to the study regarding regional concerns, an Advisory
Committee was formed. Representatives from potentially affected
municipalities, other water suppliers, and other interested organizations
were invited to participate. The primary role of the Advisory Committee was
to review study progress and interim results; to provide data, plans, and
other supplier-specific insights; and to offer guidance concerning

1-1
