<br />I <br />I <br />I <br />. <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />,I <br />I <br />:1 <br />I <br />I <br />I <br />I <br /> <br />~. ~ '.:=.1 <br /> <br />INTRODUCTION <br /> <br />On June 9 of 1989, the Boards of Directors for the Northern Colorado Water <br />Conservancy District (NCWCD) and the Municipal Subdistrict (MS-NCWCD) <br />authorized a planning-level study of the water supplies available and the <br />conveyance system needs for municipal and industrial water supply retailers <br />along the Northern Colorado Front Range Region north of the Denver Metro- <br />politan Area. The study was to include all present and potential retail <br />water providers using water supplies managed by the NCWCD and MS-NCWCD. <br />The study was also to include retail water providers along the northern edge <br />of the Denver Metropolitan Area whose future water needs could impact the <br />availability of supplies in the Northern Colorado Front Range Region. <br /> <br />The objectives of the study were to identify alternatives that would: <br /> <br />(1) <br /> <br />Enhance water availability and water quality at the lowest <br />cost for municipal and industrial water users within Boulder, <br />Larimer, Morgan, and Weld counties; and <br /> <br />(2) Provide a basis for maintaining stable water supplies for the <br />future of northeastern Colorado outside of the Denver <br />Metropolitan Area. <br /> <br />To accomplish these objectives, the study was to assess the feasibility of <br />expanding regional cooperation for municipal and industrial water supplies <br />in the Northern Colorado Front Range Region. The study was also to identify <br />cost effective and institutionally feasible alternatives for increasing the <br />use efficiency of existing municipal and industrial water supplies. <br /> <br />Studv Context <br /> <br />The NeWCD and HS-NCWCD operate and manage the Colorado-Big Thompson (C-BT) <br />and Windy Gap Projects which are sources for regional water supply. Storage <br />and conveyance facilities for both projects are presently capable of serving <br />many municipalities and water districts. However, some of the retail water <br />providers which presently use water supplied from the C-BT and Windy Gap <br /> <br />-1- <br />
