The EIS will also cover maintenance <br />activities within this section of the River. A scoping meeting is scheduled for June 91h, in Yuma, <br />Arizona, beginning at 6:00 p,m. Comments on the scoping process will be accepted through July <br />5,1999. <br /> <br />. <br /> <br />. <br /> <br />For your infonnation, included in the Board folder, is a copy of a letter, dated May 5, 1999, <br />from Reclamation to Commissioner John Bernal accepting Mexico's modification to its water <br />delivery schedule for the remaining months of 1999, Mexico has requested that its June deliveries <br />be decreased and that an offsetting increase be made in its October and November deliveries. <br /> <br />Basin Statesffribes Discussion <br /> <br />Since the May Board meeting, the discussions related to development of the 4.4 Plan have <br />focused on the "administration of the third priority" held by the agricultural agencies, Those <br />discussions have been among the CVWD, liD, MWD, Mr. David Hayes of the Department of the <br />Interior, and Mr. Tom Hannigan ofthe Department of Water Resources. The Agency Managers have <br />also begun to prepare another draft of the 4.4 Plan, <br /> <br />Tied to California's development of a 4.4 Plan is the Secretary of the Interior's and <br />Reclamation's initiation of a public process to obtain input on appropriate surplus/shortage <br />guidelines for the operation of Lake Mead. To attain that goal, the Department of the Interior, <br />Bureau of Reclamation, on May 5th, issued in the Federal Register, a Notice of Intent to solicit <br />comments on the development of surplus criteria for management of the Colorado River, and to <br />initiate the National Environmental policy Act (NEPA) process. Reclamation has invited all <br />interested parties to provide written comment, by June 3D, 1999, ", ..concerning the fonnat for the <br />criteria, the scope of specific surplus criteria, and the issues and alternates that ...should be <br />analyzed", Four public meetings have been scheduled to receive oral and written comments: <br /> <br />Tuesday, June IS-Phoenix Sky Harbor Airport <br />Wednesday, June 16- Doubletree Hotel, Ontario, California <br />Tuesday, June 22- Alexis Park Resort, Las Vegas <br />Wednesday, June 23-Hawk's Nest Conference Room-SLC Airport <br /> <br />Since the comment period ends prior to the next Board meeting, it may be beneficial to have <br />a Special Board meeting near the end of June to review and agree on the comments to be provided <br />by the Board to Reclamation. Atthis time, it is not apparent that there is consensus among the Board <br />members on the comments to be transmitted to Reclamation.
