While there is some demand for Ruedi water from muni- <br /> <br /> <br />cipalities, the demand is low enough that restricting Ruedi water sales to <br /> <br /> <br />municipalities only could not be justified. since most municipalities have <br /> <br /> <br />developed their own supplies with future plann1ng, the alternative was <br /> <br />eliminated. <br /> <br />Requests from industrial users are such that they could comprise the <br /> <br /> <br />entire second round of Ruedi water sales. However, since municipal develop- <br /> <br /> <br />ment is a secondary effect of industrial growth, it was not seen as practical <br /> <br /> <br />to restrict water sales to only industrial users. preference is given to <br /> <br />municipal use over industrial use of water in the Colorado Constitution. <br /> <br /> <br />Therefore it was not considered feasible to separate industrial use from its <br /> <br /> <br />municipal component. <br /> <br /> <br />The alternative of restricting sales for fish, wildlife and recreation <br /> <br /> <br />purposes had potential value in habitat improvement, salinity reductions, and <br /> <br />increasing the recreation and tourism segment :of the area economy by providing <br /> <br /> <br />improved and more constant recreational ameni~ies (a full reservoir and opti- <br /> <br /> <br />mum stream flows). However, none of these activities would 'generate revenues <br /> <br /> <br />for paYfuent of construct~on costs. Therefore; operation of the reservoir for <br /> <br /> <br />these purposes would not be in accordance with the Operating principles or the <br /> <br /> <br />authorizing legislation, and the alternative was not considered further. <br /> <br />~ <br /> <br />2.3 Mitigation Measures for ~lternatives Con$idered in Detail <br /> <br /> <br />~ll water sales resulting from future coritracts the Bureau may enter into <br /> <br /> <br />will be conducted, and the water delivered, according to the Operating <br /> <br /> <br />Principles established for Ruedi Reservoir and adopted by the state of <br /> <br />. <br /> <br />Colorado, ~pril 30, 1959 <br />The Operating Principles <br /> <br />(as amended December, 30, 1959 and December 9, 1960), <br />i <br />contain minimum stre~mflow requirements by season <br /> <br />and/or months, and these minima would continu~ to be enforced by' the Bureau. <br /> <br /> <br />The minimum stream flows in the Fryingpan River below Rocky Fork shall not be <br /> <br /> <br />reduced below inflows to the reservoir or 39 cfs from November 1 to ~pril 30, <br /> <br /> <br />and 110 cfs from May 1 to october 30, whichever is less. <br /> <br />, <br />
