Given the current <br />emphasis on environmental concern, the difficulties encoun- <br />tered by the Pleasant Valley Reservoir above Steamboat <br />Springs and the Federal Government's policies on western <br />water projects, it is difficult to for see completion of the <br />project within the next 20 to 25 years. As a private project the Hinman Park-Saddle <br />Mountain Pump Stations system could probably be brought on <br />line sooner than the Juniper Project, although it would <br />face many of the same problems. <br /> <br />," <br /> <br />Based on our evaluation of the above factors and analysis <br />of the physical and legal availability of water to the <br />Hinman Park Reservoir and Saddle Mountain Pump Stations de- <br />crees, and the assumption that the Juniper Project is <br />unlikely to be completed to its full decreed capacity <br />within a period of 25 years, we believe the Public Service <br />Company rights have a combined value of $27,000,000.
