. ..

-28-

Summary and Conclusions

"
The yield of the Public Service Company water rights is
dependent on the physical and legal supply of water. Analy-
sis of runoff data has shown that 39,039 acre-feet of active
storage in the Hinman Park Reservoir will yield a dependable
physical supply of 6,600 acre-feet per month, or 109 cfs.

_ _ __L_e_g~_l_ !'~~~~ _ o_f_ ~!I':l_w~~~E _ri_g!J.~s_~~ ggp~ndent nlL the -exten-t--
----- of development of senior conditional water rights. At the
__ :~ -pJ:'esen~ -€'ime::ctne~Yamj:ia-'-'R1Ver is . ail .- underapprop~iated - stream
and rights on it have never been subject to river calls. The
two senior rights which potentially will have the most effect
on the Public Service Company rights are the Juniper Project
and the Upper Colorado River Compact.

~
I

"

No attempt has been made in this report to determine the
liklihood of the Juniper Project being built and, if built,
the size to which it will be developed. Rather, this report
has studied the operation of the Public Service Company
rights under various degrees of Juniper development.

With respect to the Public Service Company water rights the
following conclusions are drawn:

1.

For a Saddle Mountain Pump Station require-
ment of 65 cfs, the Hinman Park Reservoir will
deliver reliable year-round agumentation water,
-wnen- needed-,--- provided the Juniper Project is
developed to a capacity of no~ more than 700,000
acre-feet. If the Juniper Project is developed
to a capacity exceeding 700,000 acre-feet, the
level of water in the Hinman Park Reservoir will
occasionally fall to the dead storage level of
5,000 acre-feet and augmentation water will not
be available to the pump stations when needed.

I

.

-

C\)

Leonard Rice Consulting Waler Englneer~ Inc,

1469
