<br />Supplemental Analysis <br /> <br />- ., .- . <br />:~U~~ ....; <br /> <br />. <br /> <br />PROBABLE EFFECTS ON STATE AND LOCAL GOVERNMENTS <br /> <br />"(9) Probable effects of the potential project on state and local <br />Governments, including, but not limited to (a) the costs of local <br />Government services, and (b) the enhancement or reduction of tax <br />revenues, together with the amount of potential tax revenue that would <br />be foregone by Federal development in lieu of non-Federal development <br />of the project. The estimated amounts of tax revenue enhancement and <br />tax revenue foregone as a result of the project should be shown in <br />calculations of project benefits and costs." <br /> <br />Although land acquisition for project features would remove both <br />real and personal property from tax rolls, the overall appraised value <br />of project lands and personal property in and adjacent to the project <br />area should increase as a result of project development. The increased <br />tax income from the project area should far exceed that lost from lands <br />acquired for project features. <br /> <br />. <br /> <br />The increased tax revenue from real estate property in the project <br />service area should be about double the loss incurred by removal of <br />taxable real estate property which is located in the reservoir area. <br />The majority of these lands to be removed from tax rolls are located in <br />Morgan County. However, significant increases in assessed values of <br />real property near and adjacent to the Narrows Dam and Reservoir would <br />be realized. It is expected that local and state Governments would <br />increase their expenditures in order that full use may be made of the <br />'recreational opportunities provided by the proposed development. These <br />expenditures would be more than offset by the increase in tax revenues <br />arising from the use of recreational features. <br /> <br />INVESTIGATION AND CONSTRUCTION SCHEDULES <br /> <br />"(10) In support of proposed increases in the authorizations of <br />appropriations for continuation of the construction of basinwide projects, <br />proposed schedules of investigations and construction should be supplied, <br />including descriptions of the units to be undertaken, and deviations in <br />schedules of construction supplied in support of prior authorizations." <br /> <br />The schedule of fund requirements is shown by the Control Schedule <br />in Part IV, "Plan of Development." <br /> <br />124 <br /> <br />. <br />
