<br />. <br /> <br />In this example study, the estimated storable inflows and <br />releases to the river are based on incomplete data. The <br />example study should, therefore, be viewed as a sample <br />calculation, not as a valid study. It does, however, point out <br />the need for each entity to carefully evaluate how much water <br />it needs to store to meet its augmentation requirements and <br />evaporation loss obligations. <br /> <br />Evaluation of Impacts <br /> <br />The next step in the study, which Lakewood will be solely <br />responsible for. will be an evaluation of the impacts, if any, <br />that the reservoir fluctuations may have on Lakewood's existing <br />and future park facilities. Lakewood will be responsible for <br />seeing that this evaluation of impacts is carried out on a time <br />schedule which does not impair the timely completion of this <br />operations study. Lakewood will apprise and consult with the <br />study committee on the progress and issues associated with this <br />evaluation. The Study contractor will need to coordinate with <br />Lakewood and its contractor during this phase. <br /> <br />Preliminary Operatinq Plan <br /> <br />Upon completion of this impact evaluation the study <br />contractor will then prepare a preliminary Bear Creek Reservoir <br />Operating Plan based on the results of both the operations <br />study and the evaluation of impacts by Lakewood. The entities <br />will then review and refine the preliminary operations plan in <br />a reasonable effort to achieve the approval of the State, the <br />City of Lakewood, and the Corps of Engineers. <br /> <br />Study Manaqement <br /> <br />A Study Committee will be formed with one representative <br />from each entity participating in this study and the Colorado <br />Water Conservation Board. The Study Committee shall encourage <br />the Colorado State Engineer's Office and the United States Army <br />Corps of Engineers to have a representative attend meetings of <br />the Study Committee. The Study Committee shall be responsible <br />for making the formal decisions relating to this study. <br /> <br />Proposals for the reservoir study submitted by those <br />consultants contained on the list shall be evaluated by the <br />Study Committee. The Study Committee shall by majority vote <br />select a consultant based on the lowest, best qualified <br />proposal. The Committee shall also review progress on this <br />study. The consultant must obtain the Committee's approval of <br />each critical phase before commencing the next phase. <br /> <br />Study Products <br /> <br />The consultant shall prepare 25 copies of a draft final <br />report. This report will show the monthly fluctuations in the <br />water surface elevation of Bear Creek Reservoir under varying <br /> <br />-11- <br />
