(

,

4/26/90

SCOPE OF STUDY

BEAR CREEK RESERVOIR OPERATIONS STUDY

Introduction

In May. 1979. the Indian Hills Water District. the Genesee
Water and Sanitation District. the Evergreen Metropolitan
District. and the Town of Morrison requested storage space in
the permanent pool in Bear Creek Reservoir from the Department
of Natural Resources. The reservoir is a Corps of Engineers'
flood control facility located on Bear Creek near Lakewood and
Morrison. The then Executive Director of the Department gave
tentative approval to these requests. which totaled 305 a.f..
on the condition that the State would not grant final approval
until a complete operating plan was submitted by each entity
for review by the Department and until approval was secured
from the Corps of Engineers.

Additional storage space has been requested by Genesee.
Evergreen. Mt. Carbon and the City of Lakewood for the storage
of municipal and augmentation water supplies. Morrison has
advised all parties that it will relinquiSh 100 a.f. of space.
This space has been reassigned to Genesee as per their written
requests. The requests for storage space subsequent to these
requests totalled 2025 a.f.

In February. 1988. the City of Englewood requested that
they be included with the other six entities as a recipient of
storage space in Bear Creek Reservoir. The six entities did
not object to Englewood's participation in this study or use of
storage capacity in Bear Creek Reservoir provided that:

a. Their storage in the permanent pool is not adversely
affected.

b. Englewood's request for 600 a.f. of storage space will
be accommodated only in the flood control pool.

c. Increasing the amount of storage in the flood control
pool by 600 a.f. will not prevent Corps of Engineers
approval of a plan of augmentation. and

d. The cost of the study and the evaporation loss on the
permanent pool would be shared by Englewood.

84982-4
\
