<br />00527 <br /> <br />REVISED DRAFT (#10) - August I I. 2004 <br />Clean Version <br /> <br />AMWG will bring the matter to the attention of each of the tribal representatives <br />and will detennine, through communication with tribal representatives. whether a <br />special consultation meeting on the matter will be needed or whether consultation <br />in conjunction with an AMWG or TWG meeting will be adequate. <br /> <br />(5) Consultation in Conjunction with All AMWG and TWG Meetings. <br />Before each AMWG and TWG meeting, the Bureau of Reclamation will offer to <br />meet with tribal representatives as a group to review the agenda in order to <br />facilitate participation in the meetings. Bureau of Reclamation may ask any other <br />federal agency to participate in a pre-meeting session if the agency is involved in <br />an agenda item that tribal representatives want to discuss. During each AMWG <br />and TWG meeting, the chair will ask tribal representatives if any agenda item or <br />issue raised will require consultation. If practicable, the relevant federal agencies <br />and tribal representatives will meet in during the AMWG or TWG meeting (when <br />the AMWG or TWG meeting is in recess) or immediately after the meeting <br />adjourns to begin consultation. <br /> <br />(6) Consultation in Ad Hoc Groups. Consultation between tribes and federal <br />agencies may take place within an ad hoc group established by the AMWG or <br />TWG for any purpose. An ad hoc group may be established for the purpose of <br />facilitating consultation. <br /> <br />B. Special Meetings for Consultation. <br /> <br />While consultation in conjunction with AMWG or TWG meetings, as provided in <br />subsection 4.A above, is intended to be the standard practice, in some cases such <br />consultation may not be adequate. In such cases, special consultation meetings may be <br />held. Such meetings will be scheduled for the convenience of the federal agency and <br />tribal representatives involved, with the intent of accomplishing the consultation <br />expeditiously and in a way that contributes to the work of the AMWG and TWG. <br /> <br />C. Generally Applicable Provisions for Consultation in Meetings <br /> <br />(1) Meeting Agendas. When the AMWG Chair, TWG Chair, or other <br />official responsible for the agenda of a meeting knows in advance that tribal consultation <br />is expected for any given agenda item, or as a separate agenda item. this will be included <br />in the pre-meeting agenda. When, in response to a pre-meeting agenda, a tribal <br />representative asks that a topic on the agenda include time for consultation with tribes, <br />either within the meeting or separately but in conjunction with the meeting, a revised <br />agenda will be prepared, which will be circulated prior to the meeting <br /> <br />(2) Notification. For the purpose of providing notice to tribes of <br />upcoming meetings, notice within the time frames prescribed by AMWG operating <br /> <br />18 <br />
