I. INTRODUCTION

A. Authority for Assessment

.

Section 13 (a) of the Federal Nonnuclear Energy Research and Development

Act, as amended (42 USC 5912), speci fies that, "At the request of the

Administrator [Energy Research and Development Administration (ERDA)],

the U. S. Water Resources Council (WRC) shall undertake assessments of

water resource requirements and water supply availability for any non-

nuclear energy technology and any probable combination of technologies

which are the subject of Federal research and development efforts author-

ized by the Act..." The ERDA since passage of the Act has been absorbed

into the Department of Energy (DOE), which now has responsibility for

initiation of an assessment under section 13(a).
