INTRODUCTION <br /> <br />A. Authority for Assessment <br /> <br />. <br /> <br />Section 13 (a) of the Federal Nonnuclear Energy Research and Development <br /> <br /> <br />Act, as amended (42 USC 5912), speci fies that, "At the request of the <br /> <br /> <br />Administrator [Energy Research and Development Administration (ERDA)], <br /> <br /> <br />the U. S. Water Resources Council (WRC) shall undertake assessments of <br /> <br />water resource requirements and water supply availability for any non- <br /> <br /> <br />nuclear energy technology and any probable combination of technologies <br /> <br /> <br />which are the subject of Federal research and development efforts author- <br /> <br /> <br />ized by the Act..." The ERDA since passage of the Act has been absorbed <br /> <br /> <br />into the Department of Energy (DOE), which now has responsibility for <br /> <br /> <br />initiation of an assessment under section 13(a). <br /> <br /> <br />B.
