The reason for SO-doing is to <br />facilitate comparison between present and projected conditions. <br /> <br />b. 1979 Levels of Flow Depletion <br /> <br />. <br /> <br />The BR, as previo2fuly mentioned, developed estimates of natural <br /> <br /> <br />flows in UCRB streams for the period 1906-1974, inclusive. To <br /> <br /> <br />these natural flows, it then applied depletions occuring at the <br /> <br /> <br />level of development in 1975-76. The resulting monthly means <br /> <br /> <br />and percentile flow levels are used to represent present, 1979, <br /> <br /> <br />instream flow conditions. Depletions, however, vary from year <br /> <br /> <br />to year, with a greater proportion of water-rights holders <br /> <br /> <br />receiving full supplies in years of abundant supply than in <br /> <br />dryer years.
