Participation by State Fisheries Personnel <br /> <br />At the outset of the UCRB section 13(a) assessment, the CIFSG <br /> <br /> <br />proceeded on the assumption that the states involved would wish <br /> <br /> <br />to participate and would participate in collecting field date <br /> <br /> <br />in instances where no existing data were available. Attachment <br /> <br />. <br /> <br />C, a memorandum to the Study Manager dated February 20, 1978, <br />reflects this point of view. Attachment C outlined the data <br />needed for reach simulation (page 2) and specifically requested <br />such data be furnished to the CIFSG early in March, 1978. <br /> <br />Thi s memorandum to the Study Manager was di stributed by him to <br /> <br /> <br />Steering Committee members. In addition, the CIFSG contacted <br /> <br /> <br />by phone the state fisheries people whose names had been <br /> <br /> <br />furnished by state members of the Committee to be key persons <br /> <br /> <br />for fi sheri es coordi nati on in the assessment. As it turned <br /> <br />out, none of the state agencies was able to participate in <br /> <br /> <br />actual field work, due to previous commitments of funds and <br />, <br /> <br />man-power to other efforts. <br /> <br />. <br /> <br />22 <br />
