Stream Stratification and Representative Reaches <br /> <br />~.... <br />-..] <br />1\.) <br />to <br /> <br />. <br /> <br />. <br /> <br />On January 11, 1978, the Study Manager transmitted to the State Members <br />m <br />of the Steering Committee a memorandu, subject "Selection of I Represen- <br />~ <br />tative Stream Reaches' for Use in the Instream Flow Group's (IFG) Method- <br />ology". Copies of this were also sent to all participants in the UCRB <br />Section 13(a) Assessment. This memorandum included herewith as attach- <br />ment A-I, presented" a tentative classification of rivers or river <br />reaches into groups and a tentative identification of a "representative <br />stream reach" for each group..." These were developed by the Study <br />Manager and the Instream Flow Group, on the basis of professional judg- <br />ment rather than random sampling. This selection of representative <br />reaches was tentative; State reaction was sought. <br /> <br />At that time, it was judged that each of the streams which might be <br /> <br /> <br />involved in the 13(a) assessment was unique insofar as any reasonable <br /> <br /> <br />degree of similarity to other potentially 'involved streams was concerned; <br /> <br /> <br />that is, the 50-called "groups" consisted for the most part of only one <br /> <br /> <br />stream each. Of the stream reaches suggested, only 4 were definitely in <br /> <br /> <br />the coldwater (RAA-14A) category, namely: the White River from the North <br /> <br /> <br />and South Forks confluence to Meeker, CO, the San Juan River immediately <br /> <br /> <br />downstream from Navajo Dam, the upstream reaches of Price River, UT, and <br /> <br /> <br />the Green River downstream from Fontenelle Dam, WY. The initial judgment <br /> <br /> <br />was that emerging energy technologies were not expected to impact <br /> <br /> <br />instream flow conditions in streams at the higher elevations, i.e., in <br /> <br /> <br />the general run of RAA-14A streams.
