by the 1992 Flaming Gorge Biological Opinion (FGBO) which states that flows on the Green River
at Jensen. Utah shall change by no more than plus or minus 12.5 percent of the daily average flow.
The range of tluctuation (high to low) from Flaming Gorge Dam will generally be on the order of
about 600 cfs on any given day.

Open forum discussions on Flaming Gorge operations have been taking place at meetings of the
"Flaming Gorge Working Group". The next Working Group meeting is scheduled for September 12
at II :00 a.m. in Heber City, Ul. For more infonnation on the Working Group. contact
Ed Vidmar at 801-379-1000 or access the working group website at
hltp:l/www.pro.uc.usbr.gov/fgwg.

ASPINALL - July unregulated inflow into Blue Mesa was 52,000 acre-feet or 40 percent of average.
Precipitation in the Gunnison basin was 85 percent of average for July. The actual spring runoff for
April though July period was 505,000 acre-feet or about 72 percent of average. Currently the inflow
rate into Blue Mesa Reservoir is averaging about 600 cfs and reservoir releases are averaging about
2.000 cfs. Blue Mesa's current elevation is 7500.51 feet which corresponds to a storage content of
about 666,000 acre-feet.

Releases from Crystal Dam are currently at maximum powerplant capacity of about 2,100 cfs. The
Gunnison Diversion Tunnel has been diverting 1,000 cfs over the last few days. The Gunnison River
below the tunnel remains is averaging about I, 100 cfs. These releases should remain at this level for
the remainder of this month and into September. Fall releases will be reduced to coincide with
reductions in diversions from the Gunnison Diversion Tunnel. Canyon tlows are projected to be
gradually reduced from 1,100 cfs to 800 cfs sometime before the fall brown trout spawn or about mid
October.

The next meeting of the "Aspinall Unit Working Group" will be held August 17,2000 at 12:30 pm at
Blue Mesa Reservoir's Elk Creek Visitor Center. At this meeting, review of last spring and summer
operations, and plans for this fall 2000 operations will be discussed. These meetings are open forum
discussions on the Aspinall Unit reservoir operations with many interested groups participating.
Anyone needing further infonnation about these meetings should contact Ed Warner in the Grand
Junction Area Office at (970) 248-0654.

NA V A.lO - Releases from Navajo Reservoir are currently 900 cfs. This is a 300 cfs increase from
last month. This increase is in response to river flows falling below the 500 cfs minimum tlow at
Bluff. Utah as set by the Flow Recommendations for endangered fish. This 900 cfs release rate will
remain in affect unlil the river flows al Bluff increase past the 500 cfs rate. Then the reservoir
releases will revert back to the 500 cfs minimum flow releases. If the river tlow continues to drop,
then Navajo Reservoir releases will be increased to preserve the minimum flow of 500 cfs at the
. Bluff gage.

Precipitation for the month was near 60 percent of nonnal. The actual April through July runoff was
measured at 337.000 acre-feet. or about 43 percent of average for seasonal runoff. The current
reservoir inflow is about 350 cfs and the water surface elevation is 6066.06 feet which corresponds
to a reservoir content of about 1.427,000 acre-feel. All reservoir releases are being made through the
