Insofar as monthly and annual
operations are concerned. essentially the only negative impact
which has been identified to date is the beach erosion caused
by sustained high flow releases. which releases have a
relatively small sediment load because of sediment deposition
at the head of Lake Powell. In 1987. an adjustment was made in
annual operations to reduce the probability of such sustained
high flows occurring in the future. This adjustment should
allow for the restoration of sediment equilibrium below Glen
Canyon Dam so that there is no longer a problem.

.'

In light of how the hearings on H.R. 4498 went. things are
presently in a state of flux. Thus. I do not now have a
recommendation to make to you on how to respond to H.R. 4498.
However. it is clear that sections 2 and 4{b) of the bill are
the items of most concern to the Board since they could cause a
change in monthly and annual reservoir operations to the
detriment of the water storage and delivery purposes of Glen
Canyon Dam.

.,
"
;,::,
,
~;
>:

:,;

;,.:.

JWM/gI
Enclosures: as stated

:~,

v

,-.

'.
.",

'i

'::;.
.~~

~,,-

1
,
,

-5-
