I am Director of the Colorado <br />Water Conservation Board. I am Colorado's representative for <br />Colorado River reservoir operations. I am also testifying <br />today on behalf of the other six Colorado River Basin States' <br />governors' representatives for Colorado River reservoir <br />operations. and on behalf of the Upper Colorado River <br />Commission. We appreciate being afforded the opportunity to <br />testify. <br /> <br />;. <br /> <br />. <br /> <br />i., <br /> <br />The Grand Canyon National Park and Glen Canyon National <br />Recreation Area are national assets deserving of proper <br />management and protection. The Basin States' Representatives <br />and the Commission support preparation of the Glen Canyon Dam <br />environmental impact statement and have urged that it be <br />accomplished in a scientifically sound manner and as <br />expeditiously as possible. Furthermore. we support a test flow <br />program at Glen Canyon Dam to produce data and information <br />needed to complete the EIS. <br /> <br />In a letter ~o Secretary Lujan on Monday of this week. we <br />Basin State representatives recommended that interim power <br />operations be implemented within 90 days after completion of <br />the t~st flow program based upon the best scientific <br />information available at the time such interim power operations <br />are put into effect. We have recommended that such interim <br />power operations remain in effect pending the completion of the <br />Glen Canyon Dam EIS process and a final record of decision on <br />such permanent changes in power operations as are found to be <br />justified. <br /> <br />" <br />~I <br />~ <br />~ <br />~ <br />~ <br />~ <br />~ <br />~ <br />~ <br />H <br /><< <br /> <br />.~ <br /> <br />~ <br /> <br />~ <br />:~ <br /> <br />~ <br /> <br />~ <br /> <br />, <br /> <br />"~ <br />v <br /> <br />i: <br />!~ <br /> <br />,~ <br />~ <br />:~i <br /> <br />? <br /> <br />{ <br /> <br />It is also our understanding that the Glen Canyon Dam EIS <br />should encompass the evaluations set forth in section 4(a) of <br />H.R. 4498. with special attention to the evaluation of all <br />reasonable structural and non-structural alternatives. <br />Likewise. we understand that the benefits and trade-offs <br />between all affected water supply. power. recreational. and <br />environmental resources are to .be examined. <br /> <br />~~ <br />~~ <br />v~ <br />~ <br />>> <br />~ <br />f1 <br />q <br /> <br />Were the department to proceed as we have recommended. we <br />believe that the proposed legislation would be unnecessary. <br />Rather than Congressional action. we believe that the Secretary <br />should be given the opportunity to complete the test flow <br />program and implement interim power operations <br />thereafter. <br /> <br />2380E* <br />
