Summary of H.R. 4498

Congressman George Miller (D-CA). Chairman of the
Subcommittee on Water and Power Resources. House Committee on
Interior and Insular Affairs. has introduced the sUbject bill
(copy enclosed). The major components of the bill are as
follows:

(1) Section 1 makes congressional findings to the effect
that "current operational practices"oat Glen Canyon
Dam are having "substantial adverse effects on
downRtream environmHntal and recreational resources.
including resources located within Grand Canyon
National Park." which adverse effects should be
mitigated by the implementation of "emergency interim
operating criteria" pending the completion of the
ongoing Glen Canyon Dam Enviromental Impact Statement
(EIS). the Glen Canyon Environmental Studies (GCES)
and the adoption of "new long-term operating
criteria."

(2) Section 2 of the bill woUld amend the Colorado River
Storage Project (CRSP) Act of 1956 in two regards.
First. the purposes of CRSP would be amended to read
as follows:
