Chairman of the <br />Subcommittee on Water and Power Resources. House Committee on <br />Interior and Insular Affairs. has introduced the sUbject bill <br />(copy enclosed). The major components of the bill are as <br />follows: <br /> <br />(1) Section 1 makes congressional findings to the effect <br />that "current operational practices"oat Glen Canyon <br />Dam are having "substantial adverse effects on <br />downRtream environmHntal and recreational resources. <br />including resources located within Grand Canyon <br />National Park." which adverse effects should be <br />mitigated by the implementation of "emergency interim <br />operating criteria" pending the completion of the <br />ongoing Glen Canyon Dam Enviromental Impact Statement <br />(EIS). the Glen Canyon Environmental Studies (GCES) <br />and the adoption of "new long-term operating <br />criteria." <br /> <br /> <br />.f <br /> <br />, <br />.~ i <br /> <br />"'I <br />~' <br />~'': <br /> <br />k <br /> <br />, <br /> <br />(2) Section 2 of the bill woUld amend the Colorado River <br />Storage Project (CRSP) Act of 1956 in two regards. <br />First. the purposes of CRSP would be amended to read <br />as follows: <br /> <br />2462E'" <br />
