Colorado 80225 Dear Mr. Martin: We are hereby transmitting a Loan Application Report for the proposed Rehabilitation Plan for the Amity System under the Small Reclamation Projects Act - P,L. 84-984. This report is transmitted to you by McCall-Ellingson & Morrill. Inc., on behalf of The Amity 11utual Irrigation Company, The firms of CH2:.! Hill and L & HConsulting Engineers have both worked previously on this project for Amity; CH211 Hil I completing the Reconnaissance Report and l & H Consulting Engineers doing much of the background work for this application report. In November 1979, McCall-Ellingson & Morrill, Inc., was retained by the Amity to complete this application report. A perceived disconti- nuance of funding for PL 984 projects significantly delayed the final submittal of this report. An important feature of the Amity's future pla~ning is the construction of a water storage dam on Wild Horse Creek. At one time. the construc- tion of the dam was included in this loan application report, It is not included nOW because the requirement of a high or even moderate hazzard spillway make the cost of a conventional embankment with a separate spillway prohibitive. Dam safety criteria developed bY.the State of Colorado based on incremental da~age analysis is expected to reduce the spilhlay requirement. Also. the development roller cor.~acted concrete may make the construction of a concrete dam with an integral spillway a more economical alternative than a conventional emba~kment with a separate spillway. The engineering studies necessary to better define the dam's construc- tion requirements have not been performed in order to expedite the completion of the loan application report for much needed rehc~ilitation of the existing system. It is anticipated that in the future a PL 84- 984 application will be submitted for a supplem9r.tal or acditicnal loan to finance the construction of the Wild Horse Creek Dam.
