This indicates the continued willingness of farmers to participate
in the program. The USDA National Salinity Coordinating Committee is especially pleased to
report that farmers ate moving ahead rapidly with the application of salinity reduction practices.

In April 1996, the Federal Agriculture Improvement Reform Act (FAIRA) combined the function
of the Colorado Ri ver Salinity Control Program along with the Agricultural Conservation Program
(ACP) and Great Plains ConserVation Program (GPCP) into a'new program known as the
Environmental Quality Incentives Program (EQIP). It is expected that the functions of the
Colorado River Salinity Control Program will continue on under EQIP. Contracts approved before
the beginning of EQIP will be implemented in their entirety under the guidelines of the CRSC
program.

4
