The value of the water has <br />been estimated at $20 per acre-foot. and a total increased precipitation <br />of 28,000 acre-feet is estimated for a total benefit of $560,000 annually. <br /> <br />The Department of Commerce is funding the first phase of an evaluation <br />program for the States of North Dakota and Utah. The combined funding <br />is $1.2 million. It is expe1ted that a more definitive estimate of <br />increased precipitation will be ~chieved through this program. <br /> <br />In the State of Utah, State law stipulates that increased water obtained <br />through precipitation management can only go to fulfill existing appro- <br />priations. No new appropriations may be made to use the, increased <br />water. <br /> <br />7. Executive Subcommittee Report and Recommendations. <br /> <br />The draft >report on regional planning, which had been mailed to the <br />Committee for review, was discussed. The consensus of the group was, <br />that a short section on conclusions should be added to the report. A <br />revised final draft of the report will be mailed to the Subcommittee <br />members in November. <br /> <br />Vern Valantine reported on his and Dean Johanson's June 4 meeting with <br />the Rocky Mountain Region of the Forest Service to discuss water yield <br />improvement. Each Forest Service region is developing a rnultiobjective <br />regional forest management plan. These plans will include one alterna- <br />tive which emphasizes water yield improvement, <br /> <br />It was Mr. Valantine's reco~nendation that PSIAC should continue its <br />activities in supporting work on the Forest Service's water yield <br />improvement. <br /> <br />Dave Gerke reported on the reorganization of water agencies in Arizona <br />which came about as a result of a 176-page ground-water bill passed by <br />the 1980 Arizona Legislature. Under the reorganization, all water <br />resources >acti vi ti es are combi ned into a Department of Water Resources. <br />Also set up under the Act are provisions for establishing Active Management <br />Areas in ground-water bas ins with cri ti ca 1 problems. Each Acti ve <br />Management Area is supervised by an area director. <br /> <br />There has been considerable uncertainty as to what reports PSIAC has <br />published in the past and where copies may be obtained for distribution. <br />Each Committee member agreed to send to the Chairman a list of PSIAC <br />publicatiqns of which he is aware and whether or not his office has any <br />copies.
