We foresee that the augmentation projects <br />~;hould be designed initially to meet the Mexican Treaty obligation <br />requirement, and that thereafter, as any needs may develop for addi- <br />~ional water ~n ~he Basin, the augmentation projects could perhaps <br />Y2 increased as req'uired to meet these additional demands. <br /> <br />Reference was made to the docUlllent entitled "Regional Land <br />1nd Resource Management Plan Issues", developed by the Rocky <br />:Iountain Region, and we were asked for comments thereon. I stated <br />:hat the report seems to cover, in general, our concerns. However, <br />it appears that the description on reaching decision criteria on <br />cage 12 could be strenghtened, from ~ water supply point of view, <br />'.:r making reference to one of the two primary purposes for the <br />J3tablishment of the National Forest, which is to" ., insure <br />:'avorable conditions of water flow. . ." Hanks was receptive <br />cO this, and requested that we submit some comments in writing in <br />- helt regard. <br /> <br />We made arrangements for the Regional Office to present a <br />:etailed explanation of its regional plans with regard to water <br />jie~d improvement at the next meeting of PSIAC in September, and <br />.1130 for PSIAC members to review write-up material as developed <br />oy the Forest Service in the ensuing several months. <br /> <br />During the course of this discussion, Pete Stender of the <br />=nter-Mountain Region acted only as an observer. However, at the <br />close of the meeting, I asked him for the reaction of the Inter- <br />r-lountain Region to my meeting approximately one month ago with that <br />region. Stender reported that the region had modified its regional <br />clan to include water yield improvement as an objective on the <br />=nter-Mountain Regional plan, as I had requested. He stated that <br />:hey have already\be~un to apply this objective in their studies, <br />and gave out copies ofa water yield improvement objective adopted <br />by that Region. Stender said that they are several months behind <br />the Rocky Mountain Region in this aspect of their studies.
