<br />".. . until such time as a feasibility plan showing the most economical <br />means of augmenting the water supply available in the Colorado River <br />Lelm-r Lee Ferry by two and one-half million acre-feet shall be <br />authorized by the Congress and is in operation as provided in this <br />Act", the States of the Colorado River Basin shall still have th, <br />obligation of meeting the demands of the Mexican Water 'l'reaty. <br /> <br />Thus, it is national policy that the Mexican Water Treaty be <br />;net by the nation as a whole. This policy, however, would not bn <br />put into play until the river is augmented by 2.5 maf/yr. The reason <br />that Congress adopted this as a policy has as its genesis the develop- <br />:nent and approval of the Water Treaty with rf.exico. The Treaty covers <br />all international rivers between Mexico and the United States, and <br />in effect, traded Colorado River ,-rater, which was of special value <br />to Mexico, for Rio Grande water, which was of special value to the <br />United States and Texas. Accordingly, itmaybe seen tb.at the shift <br />of \>later from the Colorado River Basin to the Rio Grande Basin I'Tas <br />a national objective ,and was not in the best interest of the states <br />of the Colorado River Basin. For this and related reasons, the <br />Congress included the augmentaticn of Colorado River as a national <br />objective in Public Law 90-537. <br /> <br />References which are pertinent to this discussion are as follows: <br /> <br />1.
