Harza will then do a complete inspection and carry out <br />the investigation of the causes of the problems which have been <br />encountered. <br /> <br />Based upon what Harza finds and upon what it determines to <br />be needed in the way of additional work, several expenses may be <br />encountered during this winter prior to refilling the reservoir <br />for next summer: <br /> <br />(1) a temporary coffer dam may be needed this winter to <br />keep the three outlet tunnels dewatered from river inflow while <br />inspection and/or repair work is being carried out, <br /> <br />(2) the steel plates that have fallen off in the south <br />tunnel will probably need to be removed from the tunnel or put <br />back in place, <br /> <br />(3) other temporary, stopgap repairs may be in order, and <br /> <br />(4) permanent and final repairs may be possible in some <br />respects (although it is anticipated at this time that the <br />reservoir will have to be drained again next fall and final work <br />accomplished during the winte~ of 1986-87). <br /> <br />Issues to be Addressed <br /> <br />The circumstances described above raise several questions <br />which the Board needs to address at this time. <br /> <br />First, the investigation by Harza is beyond the scope of the <br />work which they initially agreed to perform for $11,000. Thus, <br />we expect that the District will need additional funding, which <br />they have asked the Board to provide. The issue to be decided is <br />whether the Board has, pursuant to the authorizing legislation, <br />the authority to provide more funding to the District (part grant <br />and part loan in the proportions originally authorized), and if <br />so, does the Board want to make such funding available. <br /> <br />Second, temporary, stopgap measures (i.e., a coffer dam, <br />removal of the fallen steel plates, and other temporary repairs) <br />may be needed this winter. If so, the District has asked the <br />Board to provide funding for such, even if this brings total <br />project costs to an amount exceeding the original authorization <br />of $1,134,500. The issue to be decided is whether the <br />authorizing legislation would permit the Board to do this (part <br />grant and part loan in the proportions originally authorized), <br />and if so, does the Board want to make such funding available. <br /> <br />Third, permanent repairs to the previously done work, <br />whether accomplished this winter or thereafter, clearly will be <br />needed.
