The authorizing legislation <br />(enclosed) states that the Board may adjust the $1,134,500 amount <br />to reflect inflation or to reflect changes in the plan for the <br />project caused by frnal drawings or specifications or by federal <br />or state requirements (para.(b)). The financing for the project <br />came entirely from the CWCB construction fund, about half in the <br />form of a grant (para. (c)). The other half is repayable by the <br />San Luis Valley Irrigation District, which owns the reservoir. <br /> <br />Discussion <br /> <br />The repairs to the Rio Grande Reservoir involved four major <br />items: <br /> <br />(1) Reconstruction of the spillway, <br /> <br />(2) Repairs to the existing embankment, <br /> <br />(3) Repairs to the gates on the three outlet tunnels <br />through the dam embankment, with each tunnel having <br />both an upstream and a downstream gate, for a total of <br />six gates, and <br /> <br />(4) Repairs to the outlet tunnels themselves. <br /> <br />321 <br />ai/23 <br /> <br />David W.
