<br />GO~~33 <br /> <br />SIX-STATE HIGH PLAINS - OGALLALA <br />AQUIFER REGIONAL RESOURCES STUDY <br />WATER TRANSFER ELEMENT <br />(SOUTHERN ROUTE - ALTERNATIVE D) <br /> <br />INTRODUCTION <br /> <br />This report presents the results of a reconnaissance level <br />investigation of the technical feasibility for the transfer of water <br />into the six state High Plains-Ogallala Aquifer Area from central and <br />western Arkansas and eastern Texas. <br /> <br />STUDY AUTHORITY <br /> <br />This study was conducted under provisions of Public Law 94-587, <br />Sec. 193, dated October 22, 1976, 90 Stat. 2943. This act directed the <br />Secretary of Commerce, acting through the Economic Development <br />Administration in cooperation with the Secretary of the Army, acting <br />through the Chief of Engineers, and appropriate Federal, State, and <br />local agencies, and the private sector to study the depletion of the <br />natural resources of the States of Colorado, Kansas, New Mexico, <br />Oklahoma, Texas and Nebraska presently utilizing the declining water <br />resources of the Ogallala aquifer, and to develop plans to increase <br />water supplies in the area and report thereon to Congress. <br /> <br />Corps of Engineers involvement was defined in meetings with the <br />Department of Commerce on 17 March 1977, and with members of the High <br />Plains Study Council on 15 April 1977, and 13 May 1977. The Corps is <br />to report to the Department of Commerce on the engineering feasibility <br />of water transfer into the High Plains from adjacent areas. This <br />report is also to include preliminary environmental assessments for <br />each alternative plan to analyze the physical changes that would result <br />along the routes. <br /> <br />The Southwestern Division Office, Dallas, Texas was assigned the <br />responsibility for management of the Corps of Engineers study. <br />Accomplishment of this study involved the Fort Worth, Tulsa, Kansas <br />City and Omaha Districts. The Fort Worth District was assigned the <br />task of investigating the southernmost route thru Arkansas and Texas <br />for engineering feasibility and environmental concerns at a <br />reconnaissance level of detail. <br /> <br />01 <br /> <br />
