<br />CHAPTER I <br /> <br />e <br /> <br />THE GCMRC'S DRAFT FY 2006 ANNuAL WORK PLA.."i <br /> <br />\ <br />The Fiscal Year 2006 (FY 2006), Grand Canyon Monitoring and Research Center's <br />(GCMRC) Work Plan describes scientific activities intended to provide the information needed <br />to address thc management objectives developed by the Glen Canyon Dam Adaptive <br />Management Work Group (GCD-AMP). These management objectives have been <br />recommended by the AMWG to the Secretary of the Interior to meet the intent of the 1992 <br />Grand Canyon Protection Act (GCP A), and the Record-of-Decision (ROD; DOl, 1996) for the <br />Final- Opera/ions of Glen Canyon Dam Environmental Impact Statement (DOl, 1995). Owing <br />to many planning activities that are currently ongoing in FY 2005-06, this draft work plan is <br />proposed as a provisional or transitional stepping-stone in the pathway to a next phase of <br />strategic science implementation in support of the needs of the active Adaptive Management <br />program for managing Glen Canyon Dam operations. <br /> <br />INTRODUCTION <br /> <br />!. <br /> <br />STRATEGY FOR DEVELOPMENT OF <br />THE WORK PLAN <br /> <br />The GCMRC's Need for a Strategic Science Implementation Plan - In response to <br /> <br />constraints on science funding for the GCD-AMP, combined with an expanding assortment of <br /> <br />research and monitoring needs identified by stakeholders, the GCMRC critically evaluated <br /> <br />program planning during FY 2005. Because of increasing needs for science information without <br />o' , <br /> <br />additional funding, the GCMRC identified several recommended adjustments in the science <br /> <br />program during winter 2005. This was done in an attempt to balance the critical needs of the <br /> <br />program as a new science strategy is developed within the context of the FY 2006 work plan and <br /> <br />budget. During the early stages of work plan and budget development, the GCMRC also <br /> <br />recognized the need on the part of the progranl to develop a new Strategic Science <br /> <br />Impleme1ltation Plan (SSIP) that would chart the course of science activities from 2006 thtough <br /> <br />2010. To be most effective, the SSIP needs to be drafted during 2005-06, and critically needs to <br /> <br />contain strategic sub-elements, such as the Core-Monitoring, Humpback Chub Comprehe1lsive <br /> <br />and Research (including Experime1ltal) Plans. Such plans are now being developed jointly with <br /> <br />e <br /> <br />GCMRC FY2006 Annual Work Plan (Draft June 10,2005) <br />
