The general economy of the Trinidad area is deteriorating due <br />to the decline of coal minging and its associated industries. Irrigated <br />agriculture has significantly retarded the adverse affects of these de- <br />clining industries. Improvement of irrigated agriculture is essential to <br />improvement or stabilization of the economy of the Trinidad area. <br />4l. The waters of the Purgatoire River in southeastern Colorado are <br />inadequately regulated for the most beneficial use for irrigation. The <br />economw of the purgatoire River Valley is impaired due to water shortages <br />and resulting losses in crop production. <br />42. Irrigated lands below the proposed Trinidad Reservoir are of <br />good quality and have demonstrated their adaptability to irrigation for <br />many years. Additional land could be placed under irrigation if water <br />supplies were not limited. <br />43. In this semi-arid, sector of the west general or speoialized farm- <br />ing cannot be practiced without irrigation. Although growing seasons are <br />relatively long, precipitation averages less than 14 'inches a year and is <br />inadequate for crop production, Dry-land agriculture in the area is de- <br />voted almost entirely to grazing and ranching, <br />44. The regulation of existing and supplemental supplies of water <br />for irria;zation use reauires a conservation (':ana~itv nf <c:. non ::l~"A_f'lD':'+. <br />
