Lyon service area: <br /> <br />1. Is the on-fann operation affected by changes in ditch operations; does the dry-up of <br />adjacent land affect non-sellers; are individual land and property values diminished; are on- <br />fann operating costs increased? <br /> <br />2. Is the ditch company viability materially changed by; increase in cost for current services, <br />decreases in the quality of maintenance and management services, increases in scope of <br />company responsibilities? <br /> <br />On a regional scale, issues affecting the following: <br /> <br />3. Are other water rights holders injured by changes in the quality or quantity of diversions <br />or return flows; are the Arkansas River Compact requirements violated? <br /> <br />4. Will local governments suffer declines in property tax base, loss of revenues and loss of <br />services to the public. <br /> <br />5. Will other citizens such as community businesses and residents, suffer loss of property <br />values; lose fann/ranch jobs or jobs related to processing or transporting agricultural <br />products; lose sales related to agribusiness; suffer decline in the overall quality and <br />character of life. <br /> <br />6. Will the region experience a decline in aesthetic beauty, recreation opportunities, dryland <br />habitat, wetland habitat, or presence of endangered species? <br /> <br />From the understanding developed in this chapter, a base has been established to describe the Ft. <br />Lyon Canal Company service area in Chapter 3 and the socia-economic region dependent upon the <br />Ft.
