The system consists of: <br />a) a Technical element Wllich establishes the method to be <br />used for ca1cu1ating f100d hydro1ogy, and <br />b) a Financial element which establishes the method to be <br />used for calcu1ating the costs of urban drainage and flood <br />contro1 facilities, and for a110cating those costs among <br />the beneficiaries of the faci1ity. <br />4) l'ieuium-siLe cOlTl11unity - Throughout this paper, the writers <br />are addressing drainage management for sma1l to medium-sized rapid1y <br />growi ng cummiJniti es with popu1ati ons under LOU ,ODD persons. <br /> <br />Chapter "evieVl <br />The proposed management system is deve10ped from a review of the <br />three major component areas of drainage regulation. <br />In Chapter II, the writers examine various hydro1ogic prediction <br />techniques that can be used to eva1uate deve1opment-induced drainage <br />impacts. They compare the predictive capabi1ity of some of the more <br />popu1ar rainfa11-runoff mode1s through a statistical analysis of <br />published resu1ts from those mode1s. In addition, they eva1uate the <br />sensitivity of project ana1ysis -- cost estimate, benefit computation, <br />benefit cost ratio, ano minimum cost analysis -- to poor runoff predic- <br />tion. From the results of this comparison and evaluation, they recom- <br />mend a technical component for the drainage management system. <br />In Chapter III, the writers develop the financia1 element of <br />the drainage management system.
