<br />, <br /> <br />. <br /> <br />. <br /> <br />< <br /> <br />0280 <br /> <br />Vie submit that the interpretation of the Document and the Stipu- <br />lation must be left to the court or courts having jurisdiction of that <br />subject. Recourse to the courts is open to the City and County of <br />Denver in Consolidated Civil Actions 2782, 5016 and 5017 in the <br />United States District Court for the District of Colorado. We are <br />somewhat surprised that Denver did not appeal to that Court in the <br />first instance, instead of submitting this matter to the Secretary, <br />who, in the last analysis, must be guided by pertinent court deci- <br />sions. <br /> <br />We can only say here that we shall never retreat from or aban- <br />don our position with regard to the correct legal interpretation of <br />Senate Document No. 80 and the Blue River Stipulation, and we are <br />confident of a favorable interpretation by the courts of our land, in- <br />cluding the United States Supreme Court. <br />
