Neil, the Executive Vice President of the North
Fork Water Conservancy District, Paonia Project, presented a report
prepared by a private construction firm concluding that the Fire Mountain
Canal needed additional improvements which were estimated to cost over
$1,000,000. At the same time, the Conservancy District requested an
extension of the project development period beyond the legal limit of 10
years allowing more time to accom:plish the recOllllllended work.

Responding to their request we made a rather thorough field review of
the Fire Mountain Canal and a reappraisal of the District's ability to
pay both construction and operating costs in light of the current price
structure. These studies and analyses are detailed in the attached
copy of a report prepared by our project office in Grand Junction.

The District has recent1Jr asked me to present our findings and conclusions
at an official meeting with the Board. I would like to have you sit in on
this discussion if you can make it. We tentatively plan to meet sometime
during the week of February 28. If we begin by 11:00 a.m. you could take
the 9:05 a.m. Frontier Flight 61 and return on the 3:45 p.m. Flight 572
the same da;y.

Please let me .know if you can make it and what day you would prefer.

Sincere1Jr yours,

Regional Director

Enclosure
