<br />002541 <br /> <br />1996 Report to the Rio Grande Compact Commission <br /> <br />Bureau of Reclamation <br /> <br />District and EI Paso County Water Improvement District No.1, Caballo Reservoir <br />storage level is targeted not to exceed 50,000 af, at an elevation of 4,144.95 ft, <br />during October 1 through January 31 of each year when conservation storage space <br />is available in Elephant Butte Reservoir. Significant variation above 50,000 af requires <br />collaboration efforts by the District and Reclamation. Reclamation's proposal for <br />operation of Caballo Reservoir during February 1 through September 30, 1997, is to <br />maintain storage levels within a flexible range of 30,000 af, such that the storage level <br />would not be less than 50,000 af (elevation 4,144.95 ft) and not to exceed <br />approximately 80,000 af (elevation 4,151,63 ft) as long as usable conservation space <br />is available in Elephant Butte Reservoir. These operational procedures will keep more <br />water in Elephant Butte Reservoir in order to reduce evaporative losses and at the <br />same time provide for sufficient operational hydraulic head for releases, a reserve. pool <br />in case releases are interrupted from Elephant Butte Reservoir and minimize changes <br />to release rates from Elephant Butte Reservoir. This will be coordinated with Elephant <br />Butte Irrigation District and EI Paso County Water Improvement District No. 1 in <br />September of each year. <br /> <br />Elephant Butte Reservoir Flood Study <br /> <br />Reclamation's Technical Service Center has completed a study to evaluate the need <br />for prudent flood control space in Elephant Butte Reservoir. Copies of the report will <br />be provided to the Rio Grande Compact Commission, International Boundary and Water <br />Commission, and U.S. Corps of. Engineers, The study may be instrumental in <br />investigating the distribution of flood control capacity between Elephant Butte and <br />Caballo Reservoirs as coordinated between Reclamation, International Boundary and <br />Water Commission, and U.S. Corps of Engineers. Initial indications are that the flood <br />study supports the concept of an approximate 1 DO-year prudent operating space of <br />50,000 af in Elephant Butte Reservoir, The International Boundary and Water <br />Commission continues to pursue funding to develop flood hydrology for Elephant Butte <br />and Caballo Reservoirs, in coordination with their on-going levee design studies <br />downstream of Caballo Dam. <br /> <br />Data Automation and Instrumentation and Flow Monitoring System <br /> <br />Historical and new hydrologic data related to the Rio Grande Project will be converted <br />to digital format including graphical images of hard copy information.
