An annual supply to these cities of 110,000 acre- <br />feet was assured by this plan.' This plan was not accepted by the Six <br />Cities, so an "alternate plan was then developed to bring Blue River <br />water (replaced downstream by the Sweetwater Project) directly to the <br />Moffat Tunnel and thence to communities on the eastern slope. " Diligence <br />was performed on this alternative to the extent that sale negotiations <br />have commenced and $10.652 were outlayed for the plan. <br /> <br />o <br /> <br />Conclusions <br /> <br />;., <br />',' <br /> <br />It would appear that an inclusion of the Meadows would not <br />seriously alter the plans of the District since alternative reservoir <br />sites exist downstream o~t of the Wilderness area. In addition. contrac- <br />tual arrangements with Exxon Oil Company affords the District use of the <br />,South Fork Reservoir and/or the Stillwater Reservoir potential further <br />downstream. By virtue of its.'.FPC Permit. the District has al,ready per- <br />formed hydro-power investigations along the South Fork. The Sweetwater Project was considered in the 1966 round of <br />adjudications: however, the prior 1958 adjudications issued decrees with <br />appropriation dates later than 9/7/57. Therefore, the date of 12/18/57 <br />was apparently assigned since an appropriation date of 9/7/57 in 1966 <br />would be junior to any date assigned in 1958. Consequently, not only <br />the Phillips Ditch is 'senior, but the Ertl Pipeline decree is also. <br /> <br />.t. <br /> <br />J <br /> <br />, <br /> <br />-;'" <br />., <br />9;',' <br /> <br />- <br />.'f-~ . . <br /> <br />,; <br /> <br /><.' . <br /> <br />< <br />The RMPC has so stated that th~y-are interested in marketing <br />some 110,000 acre-feet for eastern slope uses and has filed diligence <br />.to that end~ If their figures of some 200,000 acre-feet being available <br />from the Sweetwater Project are utilized, then some 100,000 acre-feet <br />could also be made available to the Elk-Rifle Water Supply Project, <br />actually another Brannan enterprise, for oil shale development in the <br />Piceance Basin.
