<br />00021~ <br /> <br />4 <br /> <br />c. The term "local government" means a local unit of govern- <br />ment including specifically a county, municipality, city, town, <br />township, local public authority, special district, intrastate <br />district, council of governments, sponsor group representative <br />organization, and other regional or interstate government entity, <br />or any agency or instrumentality of a local government exclusive <br />of institutions of higher education, hospitals, and school <br />districts. <br /> <br />6. Coveraqe. The standards promulgated by this Circular are <br />applicable to all Federal agencies responsible for administering <br />programs that involve grants to State and local governments. <br />However, agencies are encouraged to apply the standards to loan <br />and loan guarantee programs to the extent practicable. <br /> <br />7. Other statutory provisions. Where the enabling legislation <br />for a specific grant program prescribes policies or requirements <br />that differ from the standards provided herein, the provisions <br />of the enabling legislation shall govern. <br /> <br />8. Requests for exceptions. The Office of Management and <br />Budget may grant exceptions from the requirements of this <br />Circular when permissible under existing laws. However, in <br />the interest of keeping uniformity to the maximum extent, <br />deviations from the requirements of this Circular will be <br />permitted only in exceptional cases. The head of each Federal <br />agency responsible for administering programs that involve <br />grants to State and local governments will designate an offi- <br />cial to serve as the agency representative on matters relating <br />to the implementation of this Circular. The name of the agency <br />representative should be sent to the Office of Management and <br />Budget within thirty days after the receipt of this Circular. <br /> <br />9. Effective date. The standards in the attachments to this <br />Circular will be applied as soon as practicable but not later <br />than July 1, 1972. <br /> <br />GEORGE P.
