A-102 <br /> <br />TO THE HEADS OF EXECUTIVE DEPARTMENTS AND ESTABLISHMENTS <br /> <br />SUBJECT: Uniform administrative requirements for grants-in- <br />aid to State and local governments <br /> <br />1. Purpose. This Circular promulgates Attachments A, B, C, <br />and D containing standards for establishing consistency and <br />uniformity among Federal agencies in the administration of <br />grants to State and local governments. Also included in the <br />Circular are standards to insure the consistent implementation <br />of sections 202, 203, and 204 of the Intergovernmental Coopera- <br />tion Act of 1968 (82 Stat. 1101). <br /> <br />2. Rescission. _ This Circular rescinds and supersedes Office <br />of Management and Budget Circular A-96 dated August 29, 1969. <br /> <br />3. Backqround. By a memorandum of March 27, 1969, to the <br />Office of Management and Budget and to ten Federal agencies <br />engaged in domestic grant-in-aid programs, the President <br />ordered a three-year effort to simplify, standardize, decen- <br />tralize and otherwise modernize the Federal grant machinery. <br />The standards included in the attachments to this Circular <br />will replace the multitude of varying and oftentimes con- <br />flicting requirements in the same subject matter which have <br />been burdensome to the State and local governments. (Addi- <br />tional attachments will be issued as standardization in other <br />areas is developed.) Inherent in this standardization process <br />is the concept of placing greater reliance on State and local <br />governments. In addition, the Intergovernmental Cooperation <br />Act of 1968 was passed, in part, for the purposes of: (a) <br />achieving the fullest cooperation and coordination of activi- <br />ties among levels of Government; (b) improving the administra- <br />tion of grants-in-aid to the States; and (c) establishing <br />coordinated intergovernmental policy and administration of <br />Federal assistance programs.
