This Attachment sets forth criteria and procedures for <br />the allowability and, ~va.!u.ation. of c~.sh IInp. in-ldp<Jcontribu- <br />tions made by State and local governments in satisfying <br />matching share requirements of Federal grants. <br /> <br />2. The following definitions apply for the purpose of this <br />Attachment: <br /> <br />a. proiect costs. Project costs are all necessary charges <br />made by a grantee in accomplishing the objectives of a grant <br />during the grant period. For matching share purposes, project <br />costs are limited to the allowable types of costs as set forth <br />in Office of Management and Budget Circular No. A-8? <br /> <br />b. , Matchinq share. In general, matching share represents <br />that p~rtion of project costs not borne by the Federal Govern- <br />ment. Usually, a minimum percentage for matching share is <br />prescribed by program legislation, and matching share require- <br />ments are included in the grant agreements. <br /> <br />c. Cash contributions. Cash contributions represent the <br />qrantee's cash outlay, including the outlay of money contributed <br />lo the grantee by other public agencies and institutions, and <br />private organizations and individuals. When authorized by <br />Federal legislation, Fed~~~l.funds received from other grants <br />may be considered as grantee's cash contributions. <br /> <br />d. In-kind contributions. In-kind contributions repre- <br />sent the value of noncash contributions provided by (1) the <br />grantee, (2) other public agencies and institutions, and <br />(3) private organizations and individuals. In-kind contribu- <br />tions may consist of charges for real property and equipment, <br />and value of goods and services directly benefiting and <br />
