<br />00D223 <br /> <br />ATTA ,~ENT E <br />Circular No. A-I02 <br /> <br />UNIFORM ADMINISTRATIVE REQUIREMENTS FOR GRANTS-IN-AID <br />TO STATE AND LOCAL GOVERNMENTS <br /> <br />PROGRAM INC~E <br /> <br />1. Federal grantor agencies shall apply the standards set <br />forth in this Attachment in requiring State and local <br />government grantees to account for program income related <br />to projects financed in whole or in part with Federal grant <br />funds. For the purpose of this Attachment, program income <br />means gross income earned by the grant-supported activities. <br /> <br />2. In accordance with Section 203 of the Intergovernmental <br />Cooperation Act of 1968 (Public Law 90-577), the States and <br />any agency or instrumentality of a State shall not be held <br />accountable for interest earned on grant-in-aid funds, <br />pending their disbursement for program purposes. <br /> <br />3. Units of local government shall be required to return to <br />the Federal Government interest earned on advances of grant- <br />in-aid funds in accordance with a decision of the Comptroller <br />General of the United States (42 Compo Gen. 289). <br /> <br />4. Proceeds from the sale of real and personal property, <br />either provided by the Federal Government or purchased in <br />whole or in part with Federal funds, shall be handled in <br />accordance with the Attachment to this Circular pertaining <br />to Property Management. to be issued at a later date. <br /> <br />5. Royalties received from copyrights and patents during <br />the grant period shall be retained by the grantee and, in <br />accordance with the grant agreement, be either added to the <br />funds already committed to the program or deducted from total <br />project costs for the purpose of determining the net costs on <br />Which the Federal share of costs will be based.
