<br />Threat To Reclamation
<br />
<br />Rep, Wayne Aspinall is a Colorado Democrnt
<br />who once warned Arizonans that they must recon-
<br />die their differences with California if they ex-
<br />pected Congress to authorize the Central Arizona
<br />Project. Arizonans and Californians have recon-
<br />ciled their differences, but Aspinall has not yet
<br />oa1led for project hearings before the House In-
<br />terior Committee, of which he is ch'ainnan,
<br />
<br />",Be now harl>ors a fear thalt there isn't enough
<br />Water in the lower basin to guaranlee the success
<br />of the CAP. He's afraid a deficit will be made up
<br />from Upper Basin water, resulting in " shortage
<br />fOr Colorado and other Upper Basin states when
<br />they get around to needing water from the river
<br />about the year 2,000, ,

<br />reclamation projects, His reluctance to start con-
<br />gressional hearings on the Central Arizona Proj-
<br />ect undoul,tedly stems from the fear that he will
<br />be accused of jeopardizing Upper Basin water,

<br />political implioations for otIice holders living in
<br />the Upper Basin,

<br />Udall sent Congressman Aspinall a letter a,ssuring
<br />hIm that there'is enough water in 11I1e river for
<br />bOth the upper and the lower basin, He also, we
<br />hope, ended the double-standard of, measuring
<br />Colorado River water, Aspinall's fears grow out
<br />of using only the last 39 years, which have been
<br />dty years, to establish normal water flows, Sec-
<br />r<<ltary Udall called the' 1931~19.9 period "sub-
<br />normal," and said power revenues should be eval-
<br />uated on the basis of records from 1906 to 1959,
