Comment: <br /> <br />Navajo Dam to meet needed downstream water right priorities. <br /> <br />Will there be personnel located at each irrigation take-off to evaluate <br />whether water withdrawals are being impacted and how will this <br />information be documented? What specific plans exist to determine the <br />return flow or recharge of the river from water applied to the land, the <br />quality of that flow, etc. <br />Reclamation personnel will monitor the significant diversions on a regular <br />basis, beginning when the flows are reduced to 250 cfs. This monitoring <br />information will b.e documented by photograph and included in the low <br />flow test report. <br /> <br />Retumflows resulting from ground water drain-out of irrigation will not <br />be measured. The more significant canal operation wasteway will be <br />measured. <br /> <br />Analysis of data collected during the test includes estimates of return <br />flows as a percentage of the diversion requirement. Mass balance <br />equations will be used to demonstrate the reasonableness of estimated <br />return flows. <br /> <br />Individuals have indicated that they would alter their normal irrigation <br />practice in anticipation of the test which could yield results not consistent <br />with the norm. Can you adjust your findings to reflect this canting of the <br />results? <br />Reclamation plans to measure actual flows within the river at selected <br />locations and also flows at associated significant water diversion <br />structures. The measured water usage amounts at the diversion structures <br />can be compared against historical usage data for comparison. Data can <br />also be compared against historical dam releases and USGS gaging data. <br /> <br />There is concern about the availability of water at the city of Bloomfield's <br />diversion point during the test-this is the sole source of water for the <br />community. <br />This is a great example of the purpose of the test. City of Bloomfield <br />diverts its supply from Citizen's Ditch. Citizen's Ditch needs to divert <br />about 170 cfs to meet water rights on the ditch. Can that be accomplished <br />at river flows of 250 cfs? Reclamation will be monitoring these types of <br />situations and will be prepared to respond to severe problems. <br /> <br />Is Reclamation required to release water for senior rights in Utah on the <br />San Juan? Does Reclamation have a legal obligation to provide San Juan <br />River water to Lake Powell? The Navajo Nation has a new water <br /> <br />17 <br />
