Leonard has been assigned as the District Engineer for the Albuquerque <br />District, effective 31 March 1976. Colonel Leonard succeeds Colonel Robert G. Maclennan, <br />who is retiring to enter private industry. Colonel Leonard comes to Albuquerque from the <br />Office of the Chief of Engineers in Washington, D.C., w,here he has been the Assistant <br />Director of Civil Works for the lower Mississippi Valley Division and the Southwestern <br />Division. ' <br /> <br />A native of Chinook, Montana, Colonel Leonard is a member of the United States Military <br />Academy Class of 1953. During his career he has served in successive command and staff <br />assignments, with overseas assignments in Korea, Germany, and Vietnam. <br /> <br />Subsequent to his graduation from West Point, Colonel Leonard earned a Master of Science <br />Degree in Civil Engineering from the University of Illinois and a Master of Public Adminis- <br />tration from Pennsylvania State University. He is also a graduate of the U. S. Army <br />Command and General Staff College and the U. S. Army War College. He is a registered <br />professional engineer in California. <br /> <br />, <br /> <br />WHA$/HIIIINIGlfOINl IRIECCllUJlESlfS M\OIRIE IIIN1!FOiIlIM\ATlIOiINl on Santa Fe and Rio <br />Puerco-Rio Salado Projects - The Chief of Engineers has requested additional information <br />on the proposed Santa Fe-Arroyo Mascaras Project and the Rio Puerco-Rio Salado Project. <br />Information requested will determine the impact of a new interest rate of 6 1/8 percent for <br />Federal Water Resources projects and of latest regulations on the economic feasibility of <br />the projects.
