<br />w <br />o <br />r..... <br />i.)l <br /> <br />SECTION 3 <br /> <br />RECOMMENDATIONS <br /> <br />As a result of this rather extensive research project, <br />there are several recommendations which can be made concern1ng <br />the implementation of a "total" salinity control program. <br /> <br />l) Implementation of an action salinity control program <br />in the Grand Valley should consist of lateral improve- <br />ments (i.e., concrete slip form lining or low-head <br />PVC plastic pipe) and on-farm improvements. <br /> <br />2) The lateral improvement program and the on-farm program <br />should not be two separate programs, but a single <br />program which plans, constructs, and operates a combi- <br />nation of improvements moving from one lateral to the <br />next. <br /> <br />3) Open hearings or public meetings must be followed up <br />by additional contact with all the farmers on a lateral <br />which have expressed an interest. Meetings at the <br />irrigation company offices or in local homes will be <br />much more effective in reaching many landowners. <br /> <br />4) For lateral improvement programs which require the <br />collective action of the irrigators served by a lateral, <br />there is a need to encourage the users to formally <br />organize under the corporate laws of the State of <br />Colorado that apply to irrigation, which will: (a) <br />substantially facilitate contractual arrangements for <br />lateral improvements; (b) prov~de a much simpler means <br />of handling matching requirements; and (c) provide a <br />better means for implementing a more comprehensive <br />water management program for each lateral. <br /> <br />5) Training materials are needed to motivate farmers and <br />help them understand the importance to themselves and <br />their communities of improving present water management <br />practices for increased crop production and the control <br />of salinity. <br /> <br />6) An effective plan of physical improvements must be <br />developed which will result in improved water management <br /> <br />17 <br /> <br /> <br /> <br />
