' <br /> <br />Reclamation serves only as the cus- <br />todian of Colorado Rlyer water, not <br />as the owner of the water; almost, all <br />Colorado River water Is allotted to <br />the seven basin atatea: Colorado, <br />Wyoming, Utah.
