<br />!'l!)1690 <br /> <br />Wetland Mitigation <br /> <br />A- I <br /> <br />,f <br /> <br />Section I <br /> <br />WETLANDS/RIPARIAN VEGETATION <br /> <br />MITIGATION PLAN <br /> <br />A.1 Introduction <br /> <br />This document presents the Applicant's Preliminary Wetlands Mitigation Plan. It is <br />recognized that this plan will likely be modified as a result of ongoing NEPA <br />consultation associated with the Supplemental Environmental Impact Statement, and will <br />be finalized upon conclusion of that process. This document summarizes discussions, <br />proposals and study results contained in several other documents, with modifications to <br />address concerns outlined by the Corps of Engineers in consultation associated with the <br />1995 Application for Section 404 Permit, as well as development of the Draft SEIR. <br /> <br />Impact quantification of the AB Lateral Project and associated bank stabilization efforts <br />has been completed. Potential project effects to the riparian community are described in <br />detail in: <br /> <br />. The 1991 PElS, particularly Chapter 3. <br />. The 1994 Greystone Wetlands Delineation Report. <br />. The May, 1995 Final Report on Uncompahgre River Bank Stabilization, <br />particularly Chapter X and Appendix 6. <br />. The May, 1995 Application for Section 404 Permit, particularly Sections 4 and 8. <br />. Applicants' December, 1995 Response to Public Comments. <br />. The SEIR, particularly Chapter 3. <br /> <br />Impacts are summarized for convenience in Section lILa, below. <br /> <br />The project is expected to have both direct and indirect impacts to wetlands. Direct <br />impacts are associated with placement of revetment, and canal modifications to the <br />existing AB Lateral. Indirect impacts are associated with changes to project hydrology in <br />the Uncompahgre River. Wetlands consultants studying the project have determined that <br />there will be both positive and negative indirect impacts; however, there will be <br />substantially more positive than negative impacts, due largely to the introduction of <br />additional water to the river (See the May, 1995 Final Report on Bank Stabilization, <br />discussed above). However, as a result of the 404 application process the Corps and <br />others expressed concern that net enhancement is not guaranteed, and that there exists a <br />risk that net adverse effects could nonetheless result.
