These operatmg pnnClples, <br />quoted in full, supersede the original principles conta.ined in House <br />DoclUnent No. 187. <br /> <br />OPERATING PRINCIPLES, FHYINGPAN-ARKANSAS PROJECT <br /> <br />The construction and operation of the project iIn'o]ye the di,'ersioIl <br />of water from the headwaters of t,he Fryingpan River and other <br />tribut"ries of the Ro"ring Fork Hiver to the Arkansas River Basin. <br />The project contemplates- . <br />(a.) the mu.ximum conservat,lon a.nd use of water; <br />(b) the protection of weste,rn Colorado w"ter uses, bot.h exist.- <br />ing lind Rotential, in accardo.nee with the declared policy of the <br />St,at.e of Colorado; and <br />(0) the presen'ation of recreational values. <br />In order to aecomplish such puq'DSeS, the project. shall be ope.rated <br />by' t.he United St"tes in compliance with the Federal reclamation I"ws, <br />the laws of t.he State of Colorado relating t.o t,he n.ppropria.t.ion~ use, <br />or distribut.ion of Witter, a.nd the following opera.ting principles: <br />1.
